Norwegian passport for a child in Vietnam: identity number and first passport

A child born in Vietnam with a Norwegian parent needs Norwegian citizenship and a Norwegian national identity number (personnummer) before a first passport can be issued. Applications are lodged at the Embassy in Hanoi and forwarded to the Norwegian Tax Administration (Skatteetaten).

Steps

  1. DNA test

    Parents send the DNA order form to Oslo University Hospital (Oslo universitetssykehus). The hospital sends the invoice to the Embassy before an appointment can be booked; give the DNA test number when booking.

  2. Documents

    Signed original passports of both parents; a certified, legalised copy of the foreign parent's passport; the child's original birth certificate plus a legalised copy with English translation; passport photos of mother and child. Unmarried parents add the mother's civil status document and paternity documents; married parents whose marriage is not registered in Norway add the marriage certificate (original plus legalised copy and English translation).

  3. Appointment

    Email consular.hanoi@mfa.no with full name, date of birth and passport number. Parents and child must attend, even a newborn.

  4. Collection

    Parents collect the passport in person at the Embassy or a consulate.

Renewing a child's passport

  • Since 1 November 2022 both parents register consent at a passport office, for one application or permanently until age 18; with permanent consent, one parent can attend.
  • Biometrics: photo under 10; photo and signature aged 10–12; photo, fingerprints and signature over 12.
  • Validity: 2 years under 5, 3 years aged 5–10, 5 years aged 10–16, 10 years from 16.
